Specific Conditions

  • They must have chairmen, directors or managers that are either nationals of France or Italy, ornationals of a Member State of the European Community, of a State that is a party to the Council of Europe’s European Convention on Transfrontier Television or a European third country with which the European Community has entered into agreements in connection with the audiovisual sector. Foreigners other than nationals of the aforesaid European States who can show that they are residents shall, for the purposes of this sub-paragraph, be treated as citizens of France or Italy.
  • Studio shooting shall preferably take place in studios located within the territory of one of the two States, parties to this Agreement.
  • Location shooting, whether outside or inside, within the territory of a State that is not a member of the European Community and is not involved in the co-production may be authorised where the script or action of the film so requires.
  • They shall encourage the conclusion of agreements or conventions between schools or bodies providing initial training or continuous professional development.
  • The percentage of the minority contribution may be reduced, provided that it is no less than 5% of the film’s final cost, where the latter is higher than 50,000,000 FF(about 7,622,450 Euros) or the equivalent in euros or Italian lire.However, by way of an exception to the foregoing, the competent authorities of the two States may jointly agree to allow projects with a budget of less than 50,000,000 FF(about 7,622,450 Euros) or the equivalent in euros or Italian lire to benefit from such provisions, in order to favour a balanced implementation of this Agreement
  • A general balance shall be maintained as regards both the artistic and technical contributions and the financial contributions.
