Regulation
Besides the common migration procedures, there is no restriction to film crews coming down to work in Argentina. Due to an agreement between the Argentina Film Institute - INCAA (trough it´s Argentina Film Commission) and the Argentinean Migration Office, working permits can be quickly and easily obtained for production services and co-productions with local film companies.
Film permits are necessary in Buenos Aires if you plan on filming with a professional crew that will cause disruption to auto or pedestrian traffic, or if special effects will be used or action happen that can confuse or endanger passersby (for example, an actor uses a gun), or you need to park trucks, use a generator, etc. They are not necessary for a small documentary crew to film in the street, if that crew would cause no more disruption than a typical news crew. While the process is your normal red-tape, be warned, you need at least 5 business days (and beware of holidays!) to get the first part, which is habitation to work, showing that you have insurance for crew and passersby–this is the hard part, and it is recommended to contract a local fixer or local production company to handle this. Then it is at least another 5 days to get permission for the specific location.
Importing film equipment can be easily done trough normal custom regulations that applies as in any other country, by temporary Importation. Temporary import destinations are regulated by Customs Code (Law 22,415) and its regulations (Section 31 of Decree 1001/82). It is important to mention that in the Argentine Republic the ATA Carnet has no validity since our country did not join such Agreement. Before shipping we need a full report on the goods that will be shipped since there are specific regulations and formalities in the Customs documents. To carry out any type of operation it is necessary to report which is the foreign film production company or agency involved, as well as the national film production company offering services in the country. In temporary importation the interested party must guarantee rights, rates and taxes, hence, before shipping s/he must provide with a guarantee at Customs which may be either cash or a caution policy.
General VAT is 21% Reduced rate of 10.5% applied to different goods and services: the sale of capital goods, transport (except for international travel, the sale of newspapers, magazines, brochures and periodicals, prepaid health coverage and interests on foreign and domestic bank loans. Imports are also subject to this tax at the same rates as domestic goods or services. Exports are not taxable and exporters may thus apply for VAT refunds on their purchases. The provision of certain services such as electricity, natural gas and water to properties not for residential use is subject to greater taxes. Payments must be made monthly, unlike fiscal credits arising from purchases and fiscal debt arising from sales operations.
For most works, copyright last for the lifetime of the author, plus 70 years after the January 1 following his death (Art. 5) Anonymous works belonging to institutions, corporations, or legal entities are protected for 50 years after publication (Art. 8). Photographs are protected for 20 years after creation and 25 years after publication, and cinematographic works for the lifetime of the authors plus 50 additional years (Art. 34).
