Regulation

Visa:

The following do not need the visa: - holders of a travel document or a visa/permission to stay in the following countries may enter and stay for up to 30 days, or for the length of validity of a visa/permission to stay: Schengen visa, a valid visa of the United States of America, United Kingdom and Northern Ireland and the Republic of Ireland; -holders of travel documents issued by the European Union Member States or the United States of America, Kingdom of Norway, Republic of Ireland, Swiss Confederation, Canada, Commonwealth of Australia, New Zealand and Japan based on the Convention Relating to the Status of Refugees (1951) or Convention Relating to the Status of Stateless Persons (1954), as well as Travel Documents for Foreigners may enter, pass through the territory of and stay in Montenegro up to 30 days without a visa.

To obtain a work permit a foreign citizen needs to find a company willing to hire them, or to set up their own company. Usually one year work permits are issued. Work permits can be refused if the quota set by the authorities for that year has been exceeded. Work permit shall be a document on the basis of which the employer may conclude a labor contract or special contract with a foreigner, in accordance with the Law. The Employment Bureau of Montenegro shall issue a work permit for a foreigner. The Ministry in charge of labor affairs shall prescribe the contents of work permit, procedure for issuing and manner of entering the data. The request for issuing a work permit shall be submitted by: 1) the foreigner who has the approval for habitual residence in Montenegro; 2) the employer for a foreigner who has the approval for temporary residence in Montenegro The request shall be submitted to the Employment Bureau.

A foreign producer can make a cinematographic work on the territory of Montenegro independently or in cooperation with a domestic or foreign co-producer, with a previously obtained approval issued by the Ministry of culture of Montenegro. If the shooting of cinematographic work in a particular location requires special permits, foreign producer or domestic producer on his behalf, are required to obtain such permit by the authorities or organizations designated by special regulations, prior to shooting.

The standard VAT rate in Montenegro is 17%. There are reduced rates of 7% and 0%. Are exempt: Exports from Montenegro,   Income from financial services, such as insurance and banking services, investment income  Any business the annual turnover of which exceeds 18,000 Euro in 12 months is a VAT taxpayer (provided that he/she has a registered business or seat in Montenegro). VAT in Montenegro is accounted for and paid at the reduced rate of 7% on the supply of goods, services and import of goods
