Regulation

The Italian work permit scheme is administered regionally, so implementation differs significantly depending on the exact destination within Italy. Italian work permits must be sponsored by an Italian company. They cannot be applied for directly by a potential employee or by an agency. Processing times vary between regions, but the average is about two months. Italy does not recognise the Van der Elst ruling of the EU court (http://www.workpermit.com/italy/italy.htm).
It depends on the region :
- in South Tyrol, only shoots on public property with substantial adverse effects need authorization i.e. when lighting and camera equipment or supply lines have to be installed on public property. For shoots in local area where street blockades or similar services are needed, production teams are required to obtain a shooting permit from the local authorities in due time
- in Trentino : the Trentino Film Commission asks the Police for shooting permits
- in Tuscany, the Tuscany Film Commission gives assistance for the issue of shooting permits and authorizations on public property or inside public buildings or buildings under the protection of the Monuments and Fine Arts Office
- in Liguria, a prior permission released by the authorities will be necessary for particularly "voluminous" productions, which means, those who will involve particular measures (e.g. local police, parking spaces, access to forbidden areas, specialized gears etc.)

- free import to passengers arriving from non-EU Member States
VAT standard rate in Italy is 21%. Reduced VAT rates of 4% and 10% on basic products. VAT is charged on assets and services in Italy as well as on imports into Italy. VAT returns are made monthly. The Law 633, issued in 1941, is a comprehensive and interdisciplinary law protecting property rights of writers, drama authors, film authors, musicians, visual artists (including droit de suite). Responsible for the collection of copyright royalties in all the above mentioned artistic disciplines is SIAE (Societa Italiana Autori Editori). Is designed to comply with European directives, a following law, the Law 93/1992 introduced a tax on blank audiotapes and videotapes in order to compensate authors and producers for the economic damage they suffered from private copying.
