Non EU citizens need a work permit (Autorização de Trabalho) in order to work in Portugal. A future employer can apply for this from the local labour office. An entry visa is also required from the Portuguese Immigration Office (Serviços de Estangeiras e Fronteiras, SEF). Nationals of an EU country need simply to have a Residence Permit (Cartão de Residência) which is obtained from the Portuguese Immigration Office (Serviços de Estangeiras e Fronteiras, SEF).
City hall typically requires 6 working days for processing permits. Expo requires 1-2 days. It is not possible to shoot at Expo on weekends or public holidays. Beaches require 1-2 days for permits. The city does not require up front payment for locations.

In most cases, VAT in Portugal is 23%. There is a reduced rate of 13% that applies, in the main, to restaurant services etc. There is a further reduced rate of 6% that relates mainly to basic food products. The VAT rates for the Azores and Madeira are lower (22%, 12% and 5% starting April 1, 2012). VAT is payable on assets and services in Portugal as well as on imports into Portugal. Exports from Portugal are exempt from VAT (cf. http://www.worldwide-tax.com/portugal/por_other.asp). Portugal VAT Recovery Time: 6-12 months
Cinematographic works Article 22. (1) The following persons shall be deemed to be the joint authors of cinematographic works: (a) the director; (b) the author of the work's subject and, if it is a different person, the author of the screenplay, as well as the author of the music. (2) In the case of adaptation of a work not specifically created for the cinema, the authors of the adaptation and the screenplay shall also be deemed to be joint authors. Use of other works in cinematographic works (cf. Code of Copyright and Related Rights (No. 45/85 of 17 September 1985)).
